Pepper is a type of spice that has slightly bitter, spicy, and warm character. Based on market forecasts, the trend pepper consumption will continue to increase during period from 2019 2025. In domestic market, potential be developed due opportunity its consumption. However, agribusiness also experiences various problems including limited ability adopt seed technology, cultivation, processing, lack farmer capital, pest, disease attacks, fluctuations in world prices, farmers who master technology. Therefore, it necessary analyze development strategy, especially Lampung with product which well known global namely black pepper. The purpose this study was formulate strategy for developing Province through identification internal external strategic factors. research conducted 2018. using FGD survey techniques. Determination sample done purposively. comes actors, polipolicymakersd experts.This uses descriptive qualitative quantitative methods SWOT analysis. results analysis, position group V hold maintain strategy.
